1)Notification procedures concerning separation from your accepting organization
If you leave the organization where you are conducting permitted activities due to graduation, withdrawal, or other reasons, you must notify the Immigration Bureau within 14 days in accordance with the procedures set by the Ministry of Justice.

At the airport, please inform the immigration officer that you are leaving Japan permanently and return your residence card.
2)Notice of moving overseas, withdrawal from National Health Insurance, and return of My Number Card
Before returning to your home country, you must submit a Notice of Moving Overseas (海外転出届) at the city hall or ward office of the area where you live.
At the same time, please complete the withdrawal procedures for National Health Insurance (around one week before departure is recommended).
By showing your return airline ticket as proof of your departure date, the city hall staff can check your insurance payment status up to the date of departure. If there are unpaid fees, you will be given a payment slip—please make sure to pay before leaving Japan.
Completing these procedures ensures that you remain covered by insurance until just before your departure.
When visiting the city hall or ward office, please bring your residence card, My Number Card (including those integrated with the health insurance card), and a document showing your departure date.
The My Number Card must be returned when you submit the Notice of Moving Overseas, as it becomes invalid once you move abroad.
If you do not complete the procedures, you may continue to receive health insurance bills, so please be sure to follow the instructions given by the city hall staff and complete the procedures properly.
3)Housing termination procedures
When moving out of your current accommodation, contact your landlord or real estate agency by the required deadline (usually 1–3 months before your move-out date).
If you delay contacting them, you may have to pay extra rent.
Before leaving, clean your room thoroughly and return all keys.
Depending on the room’s condition and your contract details, you may need to pay repair or cleaning fees. Please confirm the details directly with your landlord or real estate agency.
4)Closing bank accounts (Including Japan Post Bank accounts)
If you will no longer use your bank account in Japan, please close it before leaving the country.
Transferring or selling a bank account is prohibited by law. Do not do this under any circumstances.
If your bank account is still used for payments such as electricity, gas, or mobile phone bills, do not close it until all automatic withdrawals have been completed.
5)Cancellation of utility and communication services
Please cancel all utility and communication service contracts, including electricity, gas, water, internet, and mobile phone services, before leaving Japan.
If you leave without canceling, unpaid bills may accumulate, and the company may contact you or your family in your home country.
Ritsumeikan University bears no responsibility for such matters, so please make sure to handle all cancellations on your own.
6)Mail
When you move, submit a Change of Address Notice to the post office.
Also, inform your friends, workplace, and others of your contact information after returning home.
Please note that the post office cannot forward mail overseas. After submitting the notice, mail will no longer be delivered to your old address.
7)Student ID Card
When you graduate or withdraw from Ritsumeikan University, you must return your student ID card.
Your student ID card contains your student ID number and college/graduate school information, which may be needed for future inquiries.
Before returning it, make a photocopy or take a photo of the card and keep it in a safe place.
8)Ritsumeikan University Co-op Membership Card
Before leaving Japan, please go to the Co-op counter on your campus to withdraw your membership.
The deposit you paid when joining the Co-op will be refunded to you.
If there is any remaining electronic money on your card or app, be sure to use it at a Co-op shop or cafeteria before completing the withdrawal procedures.
9)Returning Library Materials
If you have borrowed any books or materials from the university library, please return them before leaving Japan.
Failure to return borrowed items may affect your future ability to use library services.
