2.Flow of before and after entry into Japan
(1)New entry into Japan(Steps from visa acquisition, entry to Japan and self-quarantine)
If you are entering to Japan with a new "STUDENT" visa, please check this page regarding the necessary procedures for newly entering Japan.
(2)Complete the following procedures at the ward office
All three procedures below can be done at the ward office on a same day. Complete everything on the same day if possible.
① Register your address |
Students with a status of residence are obliged to report your address at the ward office in their area upon arrival in Japan or upon change of address. Please register your address within 14 days after moving in. For details of the procedures, please refer to The Website of Kyoto City International Foundation.(The content is the same for people who live outside Kyoto City.) |
② Enroll in the National Health Insurance System |
“National Health Insurance” is a public health insurance system. All international students who will stay in Japan for 3 months or more must enroll in the insurance system. After joining the National Health Insurance, you will have to pay the National Health Insurance premium, however, if you receive medical treatment at the doctor, you will be responsible for only 30% of the medical expenses. For more details, please refer to the Information from the university International Center. |
③ Enroll in the National Pension System |
The National Pension System allows income security for the elderly and disabled. Those who live in Japan, including foreigner nationals, and are between the ages of 20 to 60 years old must enroll in this system. If you join the National Pension, you will have to pay the National Pension premium. However, students can defer payment of their premiums with the “Special Payment System for Students”. Please apply at the ward office. |
(3)Submit a copy of your residence card to the University
All international students are required to submit a copy of their residence card. The Immigration Service Agency of Japan requires foreign students to report their status of residence to the institution they belong.
How to submit: Upload photos of your residence card (front and back) via this website.

3.Important information for living as an international student at Ritsumeikan University
(1)What every international student must remember to do
You have been granted the status of "Student"(留学) by the Immigration Bureau as a qualification to study and research at Ritsumeikan University. If you are not studying or doing research at the university or if we are unable to contact you, you will be considered illegally staying in Japan or unaccounted for and you may lose your status of residence "Student". Of course, even if you are actually conducting studies or research, the act of forgetting to follow the procedures for extending the period of "Student" status of residence may result in an illegal stay in Japan.
To avoid this situation, please remember to do the following steps.
